READINESS GUIDE

How to Prepare for a SDAIA PDPL Audit Readiness

Organise governance, Record of Processing Activities (RoPA), assessments, contracts, registers and operating evidence so compliance can be demonstrated without reconstructing it at the last minute.

Use the working sequence below to connect the decision to operating implications, retained evidence and the point where specialist DPO support may be required.

Prepared by DPO Arabia

Practical KSA PDPL guidance, not organisation-specific legal advice.

KSA PDPL GUIDE

Prepare the evidence before the regulator asks for it.

The Guide frames how the PDPL control environment, operating evidence, readiness gaps and remediation should be brought together before a Saudi Data & AI Authority (SDAIA) review. The organisation-specific conclusion should be validated before implementation.

USE THIS WHEN

Use when a regulatory review is expected, requested or part of routine readiness.

This becomes relevant before an inspection, verification request, management assurance cycle or whenever the Data Protection Officer (DPO) Office needs to test whether evidence can be produced quickly.

HAVE READY

Bring the core PDPL registers, policies, operating records and evidence owners.

Useful inputs include the RoPA, notices, Data Subject Request (DSR) and breach records, assessments, processor and transfer evidence, governance minutes and remediation status available.

OUTCOME

Finish with a review-ready evidence set, visible gaps and accountable remediation actions.

A complete evidence set retains the readiness assessment, evidence index, findings, owners, remediation status, management decisions and review trail.

HOW TO USE THIS GUIDE

Use the Guide to frame the decisions before implementation.

This Guide highlights the decisions, evidence and operating interfaces that should be resolved before the requirement is treated as complete.

Use it to understand the issue, challenge the relevant facts and identify where organisation-specific legal, operational or technical input is needed.

GUIDE OUTCOME

A review-ready PDPL evidence set with owners, gaps and remediation visible before regulatory scrutiny.
The objective is a defensible decision and an operating control, not simply a completed template or document.

QUESTIONS TO RESOLVE

What should the DPO Office establish?

PDPL REVIEW READINESS CHECKPOINT

01

What legal entity, processing activities, systems and evidence areas are in scope for the readiness review?

02

Can the organisation retrieve current evidence showing that its main PDPL controls are operating?

03

Do the RoPA, notices, assessments, contracts, registers and system reality tell the same compliance story?

04

Which gaps are missing, stale, contradictory or operationally ineffective, and who owns remediation?

05

Can management demonstrate readiness, residual exposure and the evidence trail without reconstructing compliance at the last minute?

WORKING STEPS

Use the sequence to identify the decisions that need to be resolved.

01

Define the evidence scope

Define the legal entity, departments, processing activities, systems, Data Subjects, key processors, international transfers and higher-risk controls that must be demonstrable for the review. Set clear evidence owners and distinguish an enterprise-wide review from a focused assurance exercise.

What to validate in practice

WHAT NOT TO DO

Do not start by collecting every document in the organisation. Define what must be demonstrable and include operating evidence, approvals, logs, tickets and system records where they prove the control.
02

Collect source evidence

Gather current source evidence that shows both the documented control and how it operates in practice. Include governance, RoPA, notices, rights and breach records, assessments, Processor and transfer evidence, retention, training and relevant system or workflow records.

What to validate in practice

DPO CHECK

Collect the evidence that proves the control is operating, not only the document that describes the control.
03

Test consistency

Test whether the organisation’s PDPL records tell the same story as each other and as actual processing. Contradictions between documents, registers, contracts and system reality are readiness issues even where each artefact exists independently.

What to validate in practice

EVIDENCE TIP

SDAIA readiness is not about whether documents exist. It is about whether those documents and the operating evidence tell the same compliance story.
04

Identify gaps

Classify and prioritise missing, stale, contradictory or ineffective controls and evidence. Distinguish a documentation gap from an operating-control gap and from an evidence gap, because each requires a different corrective action.

What to validate in practice

CHANGE TRIGGER

A document can exist while the control is not operating, and a control can operate while the evidence is weak. Record which problem actually needs remediation.
05

Close and brief management

Confirm critical remediation, organise the evidence repository and prepare a concise management view of readiness, residual exposure and open actions. The outcome should allow the organisation to respond to review requests without rebuilding the compliance record.

What to validate in practice

OPERATING TIP

Make readiness a maintained assurance capability, with current owners, retrievable evidence and recurring review, rather than a one-time exercise.

EVIDENCE TO RETAIN

Know what evidence should remain after the work is complete.

Retain the readiness scope, evidence index, document and register extracts, interview notes, findings, remediation actions, owner confirmations, management decisions and review history.

RETAINED EVIDENCE SET

Keep the review scope, evidence index and findings in one readiness record.
Retain remediation decisions and management evidence showing the current compliance position.

BEFORE YOU CLOSE THE WORKFLOW

Validate the operating position, not only the document.

Before closing the readiness review, confirm that required evidence can be retrieved, control owners can explain how the process operates, material gaps have accountable actions and unresolved risks are visible to management.

Use the checks below to test whether the organisation can evidence PDPL compliance consistently under review conditions, not only produce policies and registers.

FROM GUIDANCE TO OPERATION

Connect the decision to the wider DPO Office.

Review readiness becomes sustainable when evidence ownership, control testing, remediation and management oversight are built into the DPO Office cadence. Use this handoff to keep readiness continuous rather than event-driven.

01

Apply the DPO guide

Use the guide to define the review scope, assemble evidence, validate operating controls, record findings and prioritise remediation before regulatory engagement.

03

Connect the controls

Connect the readiness assessment to the RoPA, policies, registers, assessments, contracts, Processor and transfer records, remediation actions and evidence repository so assurance remains maintained rather than reconstructed.

03

READY TO OPERATIONALISE IT?

Need to turn the guidance into an operating DPO Office control?

DPO Arabia can apply the Guide to your organisation’s actual processing, decisions and evidence, then implement and operate the resulting control through the appropriate DPO Office service.
