DATA SUBJECT RIGHTS (DSR) GUIDE

How to Operate a Data Subject Request (DSR) Workflow

Handle Data Subject requests through a controlled workflow from intake and identity verification to decision, response and closure evidence.
Use the working sequence below to connect the decision to operating implications, retained evidence and the point where specialist DPO support may be required.

Prepared by DPO Arabia

Practical KSA PDPL guidance, not organisation-specific legal advice.

KSA PDPL GUIDE

Move each rights request from intake to verified closure.

The Guide frames the intake, identity verification, assessment, fulfilment and evidence decisions needed to operate Data Subject Requests through one controlled workflow. The organisation-specific conclusion should be validated before implementation.

USE THIS WHEN

Use whenever a Data Subject exercises a PDPL right or a request reaches the DPO Office.

This becomes relevant for new requests, complex cases, identity questions, exceptions, extensions or requests involving multiple systems and processors.

HAVE READY

Bring the request, identity evidence, system owners and relevant processing records.

Useful inputs include the Record of Processing Activities (RoPA), notices, retention rules, processors, data locations, correspondence and any applicable restriction or exception available.

OUTCOME

Finish with a complete response record and evidence of how the request was handled.

A complete evidence set retains the request, verification, search scope, decisions, response, timing, approvals and closure evidence.

HOW TO USE THIS GUIDE

Use the Guide to frame the decisions before implementation.

This Guide highlights the decisions, evidence and operating interfaces that should be resolved before the requirement is treated as complete.

Use it to understand the issue, challenge the relevant facts and identify where organisation-specific legal, operational or technical input is needed.

GUIDE OUTCOME

A DSR workflow that can move each request from intake to verified response and closure.
The objective is a defensible decision and an operating control, not simply a completed template or document.

QUESTIONS TO RESOLVE

What should the DPO Office establish?

DSR DECISION CHECKPOINT

01

What processing fact or decision must be validated before this workflow can proceed?

02

Is identity verification appropriate to the request?

03

Are systems and processors searchable within the workflow?

04

Are restrictions or exceptions documented before they are applied?

05

Is the final response and completion evidence retained?

WORKING STEPS

Use the sequence to identify the decisions that need to be resolved.

01

Receive and log

Capture the request through an approved channel, establish the receipt date and create a traceable DSR case record before fulfilment activity begins.

What to validate in practice

INTAKE CHECK

Do not leave privacy requests in ordinary inboxes or service queues. Route them into the governed DSR workflow with a clear receipt date and accountable owner.
02

Verify identity and authority

Verify the requester appropriately before Personal Data is disclosed, corrected or destroyed, while avoiding unnecessary collection of additional identification data.

What to validate in practice

VERIFICATION CHECK

Use enough verification to protect the Data Subject without turning identity checking into unnecessary additional Personal Data collection.
03

Assess the right and scope

Determine which PDPL right applies, what Personal Data and processing activities fall within scope, and which systems, owners, processors or restrictions affect the request.

What to validate in practice

SCOPE CHECK

Use the RoPA and supporting processing evidence to identify where relevant Personal Data is held rather than relying on a single system or team search.
04

Coordinate and fulfil

Coordinate the searches and operational actions needed to fulfil the applicable right across business teams, systems and processors, then quality-check the result before response.

What to validate in practice

FULFILMENT CHECK

Where destruction is requested, confirm whether an approved retention requirement prevents immediate destruction and document the resulting decision.
05

Respond and close

Issue the appropriate response through the agreed secure method, document any restriction or extension, confirm fulfilment actions are complete and close the DSR case with evidence.

What to validate in practice

CLOSURE CHECK

Close the case only when the decision, response, fulfilment actions and supporting evidence can be reconstructed from the DSR Register.

EVIDENCE TO RETAIN

Know what evidence should remain after the work is complete.

Retain the request, identity-verification record, search instructions, owner responses, decision rationale, correspondence, response timing and closure evidence for each case.

RETAINED EVIDENCE SET

Keep request intake, identity checks, search evidence and decision records together.
Retain the response, exceptions, approvals and completion timeline for each request.
DSR case record
Request and receipt timestamp
Acknowledgement evidence
Identity / authority verification
Rights and scope assessment
Systems searched
Business-owner responses
Processor assistance record
Restriction / exception assessment, where applicable
Fulfilment evidence
Response and delivery evidence
Deadline / extension record
DSR Register entry
Closure record

BEFORE YOU CLOSE THE WORKFLOW

Validate the operating position, not only the document.

Before closing the RoPA review, confirm that every material activity is captured, required fields are supported by evidence, accountable owners have validated the record and change triggers are defined.
Use the checks below to test whether another reviewer could reconstruct the request from receipt through search, decision, response and closure.

FROM GUIDANCE TO OPERATION

Connect the decision to the wider DPO Office.

A DSR process becomes operational when intake, identity verification, system searches, processor coordination, legal review and response evidence are connected. Use this handoff to make rights handling repeatable across the DPO Office.

01

Apply the DPO guide

Use the guide to triage requests, verify identity, coordinate searches, assess exceptions and document the response and closure decision.

03

Connect the controls

Connect the request to the RoPA, DSR Register, relevant systems, processors, retention requirements and response evidence so each case remains traceable from receipt through closure.
