ACCOUNTABILITY GUIDE

How to Build and Maintain a Record of Processing Activities (RoPA)

Build a living Record of Processing Activities that connects purpose, legal basis, data flows, recipients, retention and accountability.
Use the working sequence below to connect the decision to operating implications, retained evidence and the point where specialist DPO support may be required.

Prepared by DPO Arabia

Practical KSA PDPL guidance, not organisation-specific legal advice.

KSA PDPL GUIDE

Build the RoPA around actual processing, not a static spreadsheet.

The Guide frames how processing activities should be defined, which facts need to be captured and how the record stays connected to business change. The organisation-specific conclusion should be validated before implementation.

USE THIS WHEN

Use when the RoPA is missing, fragmented or no longer reflects the processing environment.

Apply it during an initial build, periodic review, new product launch, vendor change or material processing update.

HAVE READY

Bring process owners, systems, data flows and existing privacy records.

Useful inputs include business journeys, applications, processors, disclosures, transfers, retention rules and legal-basis evidence available.

OUTCOME

Finish with an accountable RoPA that can be maintained and evidenced.

Each activity should have an owner, complete fields, linked evidence and a defined trigger for review.

HOW TO USE THIS GUIDE

Use the Guide to frame the decisions before implementation.

This Guide highlights the decisions, evidence and operating interfaces that should be resolved before the requirement is treated as complete.

Use it to understand the issue, challenge the relevant facts and identify where organisation-specific legal, operational or technical input is needed.

GUIDE OUTCOME

A RoPA that reflects the live processing environment and stays maintainable.
The objective is a defensible decision and an operating control, not simply a completed template or document.

QUESTIONS TO RESOLVE

What should the DPO Office establish?

RoPA DECISION CHECKPOINT

01

Does the RoPA reflect the organisation's current processing activities and accountable business owners?

02

Are purpose and legal basis validated rather than copied generically?

03

Are Data Subjects, Personal Data, sources, recipients and systems mapped?

04

Are processors, disclosures and international locations visible?

05

Do retention, Privacy Notices, DPIAs, LIAs, processor agreements, disclosures and transfer evidence connect back to the relevant activity?

WORKING STEPS

Use the sequence to identify the decisions that need to be resolved.

01

Define processing activities at the right level

Start from business processes such as customer onboarding, recruitment, payroll, marketing or fraud prevention. Avoid making each system, form or data field a separate activity.
Use interviews, process maps, system inventories and third-party lists to identify activities that may be missing.

What to validate in practice

WHAT NOT TO DO

Do not build the RoPA as a system inventory or a list of every data field. Structure entries around understandable business processing activities.
02

Map the complete Personal Data lifecycle

For each activity record Data Subjects, Personal Data categories, source, collection channel, systems, purpose, legal basis, recipients, processors, disclosures, processing locations and retention.

The RoPA should reveal data flows that may trigger Data Protection Impact Assessment (DPIA), processor screening or international-transfer assessment.

What to validate in practice

DPO CHECK

Map where Personal Data comes from, where it moves, who receives it, which systems store it and whether any support or administration occurs outside Saudi Arabia.

04

Connect processors, disclosures and transfers

Distinguish Processor relationships from Controller-to-Controller disclosures. Identify hosting and remote-access locations, sub-processors and overseas recipients.

A change of Processor, service provider or support location should trigger both RoPA and third-party governance review.

What to validate in practice

OPERATING TIP

Distinguish processors from independent Controllers and connect the relevant DPA, DSA, TIA/TRA and SCCs evidence instead of duplicating it in the RoPA.

05

Operate the RoPA as a living control

Assign a business owner, DPO review status, last-review date and change triggers. Use onboarding, procurement, change management and project governance to capture new or changed processing.
The goal is not a completed spreadsheet. It is a current processing inventory that drives privacy decisions.

What to validate in practice

MAINTENANCE TIP

Use procurement, system change, product change and new-processing triggers to keep the RoPA current rather than relying on an annual spreadsheet exercise.

EVIDENCE TO RETAIN

Know what evidence should remain after the work is complete.

Retain the source records and review evidence that show how each processing activity was identified, completed, validated and kept current over time.

RETAINED EVIDENCE SET

Keep each processing activity traceable to its validated data flow and legal basis.

Retain ownership, review history and evidence supporting every material RoPA field.

Approved current RoPA
Previous RoPA versions / change history
Processing activity owner confirmations
Data-flow and system mapping evidence
Legal basis / LIA linkage
Privacy Notice linkage
Processor / DPA linkage
Disclosure / DSA linkage
TIA/TRA and SCCs linkage, where applicable
Retention schedule linkage
DPIA references, where required
Review dates and update records
Record cessation date and five-year retention evidence

BEFORE YOU CLOSE THE WORKFLOW

Validate the operating position, not only the document.

Before closing the RoPA review, confirm that every material activity is captured, required fields are supported by evidence, accountable owners have validated the record and change triggers are defined.

Use the checks below to test whether the appointment decision, role mandate, registration details and operating interfaces are complete and reproducible.

FROM GUIDANCE TO OPERATION

Connect the decision to the wider DPO Office.

A RoPA becomes operational when product, system, vendor, transfer, retention, DPIA and notice changes feed back into it. Use this handoff to keep the processing inventory connected to the wider DPO Office.

01

Apply the DPO guide

Use the guide to map processing activities, validate the required fields, assign accountable owners and establish review triggers.

03

Connect the controls

Connect each processing activity to the Privacy Notice, legal-basis evidence, Processor or disclosure arrangement, transfer assessment, retention rule, DPIA and operational registers that depend on it.
